Grading of driveways that moves more than 50 cubic yards or creates cuts over 3 feet generally triggers a grading permit under Ord. 457. Illegal blocking of a neighbor's recorded easement driveway is a civil matter but code enforcement can cite obstructions on the county right-of-way. Driveways in the Coachella Valley are also subject to blow sand and PM10 fugitive dust controls.
