NRH requires all residential driveways to be paved with concrete, asphalt, or approved pavers and to meet width, setback, and drainage standards. Driveway expansions require a permit from the Public Works Department.
The NRH Subdivision Regulations and Zoning Ordinance establish driveway standards for residential and commercial properties. Residential driveways must be paved with concrete (minimum 4 inches thick, 3,000 psi), asphalt, or city-approved interlocking pavers. Gravel and dirt driveways are prohibited for new construction, though legacy gravel driveways may remain if not expanded. Driveway width is typically capped at 24 feet at the property line for single-family homes, though circular drives and side-entry garages may allow wider approaches. Driveway aprons (the portion in the right of way) require a Public Works permit and must meet city specifications for curb cut, slope, and drainage. Driveways must be set back at least 3 feet from side property lines and cannot occupy more than 40 percent of the front yard in most districts. New driveways must provide positive drainage away from the house and neighboring properties, and cannot direct runoff onto adjacent lots. Commercial driveways have additional requirements including sight distance triangles, deceleration lanes on arterials, and spacing from other driveways.
Unpermitted driveway construction or expansion is a Class C misdemeanor with fines up to 500 dollars per day. Non-compliant driveways may be required to be removed at owner expense.
