NRH Code of Ordinances Chapter 54 (Traffic and Vehicles) together with Texas Transportation Code Section 545.302 governs on-street parking. Parking is prohibited within 15 feet of a fire hydrant, within 20 feet of a crosswalk, within 30 feet of a stop sign or signal, on a sidewalk, in front of a public or private driveway, on the roadway side of a parked vehicle (double parking), in an intersection, or where signs prohibit parking. Parking is also prohibited on designated arterial streets such as Davis Boulevard, Rufe Snow Drive, and Mid-Cities Boulevard during posted hours. Residential streets generally allow parallel parking on both sides unless posted otherwise. Vehicles must park with the right-hand wheels within 18 inches of the curb facing the direction of travel. Emergency vehicle access must be maintained; streets narrower than 28 feet may have one-side parking only. The NRH Police Department enforces street parking, and violators can be ticketed or towed. Large trucks (rated over one ton) are prohibited from overnight parking on residential streets.
Most parking violations carry fines of 35 to 75 dollars under NRH Code. Parking blocking a hydrant or fire lane can result in towing and fines up to 200 dollars.
