Orange County's Zoning Code Sec. 7-9-70.3 sets residential driveway standards: a single-family driveway must be paved at least 10 feet wide from the street/alley to the garage maneuvering area. Vehicles and RVs may be stored on a paved driveway connecting a garage/carport to the street, but driveways may only serve approved parking areas.
The Orange County Comprehensive Zoning Code, Sec. 7-9-70.3, governs residential off-street parking and driveways in the unincorporated county. Single-family residence driveways shall be paved to a minimum of 10 feet in width from the access street or alley to the garage maneuvering area. Driveways serving two, three, or four dwelling units must be paved at least 12 feet wide for one-way traffic and 16 feet wide for two-way traffic; driveways serving five or more units require at least 12 feet (one-way) or 24 feet (two-way). Driveways shall only provide access to an approved garage, carport, uncovered parking space, or parking area. The code also requires two covered off-street parking spaces per single-family dwelling and sets uncovered space size at a minimum 9 feet by 18 feet (Sec. 7-9-70.3(a)). On the property-maintenance side, Table 3-13-6(c) of Codified Ordinance Sec. 3-13-6 expressly permits a vehicle or recreational vehicle to be stored or parked on a paved driveway connecting a garage or carport with a public or private street - an exception to the setback/screening rules that apply to other parts of a residential lot. Required off-street parking areas and driveways may not be used for purposes that preclude temporary vehicle storage (Sec. 7-9-70.2(c)).
Failing to pave a required driveway to code width, or using a driveway to access something other than an approved parking area, can be a zoning/property-maintenance violation enforced by OC Development Services and Neighborhood Preservation. Storing vehicles on unpaved portions of a lot (rather than the paved driveway or a screened paved area) violates Table 3-13-6(c). Converting a required covered parking space to living area without replacing the space is also prohibited under Sec. 7-9-70.3.
