A new or modified driveway connecting to a county-maintained road in unincorporated Yavapai County requires a Driveway Access Permit from Public Works. Driveways on state routes need an ADOT encroachment permit instead.
Yavapai County Public Works regulates driveway access onto county-maintained roads under the Roadway Design and Improvement Standards. A permit is required before constructing a new driveway or materially modifying an existing one. Review covers sight distance at the road, drainage and culvert sizing, slope of the apron, and surface treatment. On ADOT state routes such as SR 89, SR 89A, SR 169, and SR 260, an ADOT encroachment permit is required instead. Inside city limits the local public works permit applies. Residential off-street parking must be on the same lot with all-weather driveway access.
Building in the county right-of-way without a permit violates the Roadway Design and Improvement Standards. Penalties include stop-work orders, removal of unpermitted work at the owner's expense, and after-the-fact permit fees.
