(a) Purpose Provide electric vehicle (EV) charging infrastructure to accommodate a changing vehicle market and emerging vehicle technologies, improve air quality, and reduce greenhouse gas emissions.
(b) Applicability The requirements of this subsection apply to new development.
(c) General Requirements EV infrastructure requirements are categorized as follows:
(1) EV-Capable Parking spaces equipped for future EV charging by providing dedicated electrical capacity in the service panel and conduit to the EV-capable charging station.
(2) EV-Installed Parking spaces reserved for EVs to provide drivers the ability to charge their EV using installed charging stations.
(d) Number of Spaces Required by Use The parking requirements of this subsection are intended as minimum requirements. EV- Capable and EV-Installed charging spaces count towards minimum parking space requirements and shall be provided in accordance with Table 30.04-5.

Title 30 requires EV infrastructure only for new development. Single-family projects with 25+ parking spaces need at least one Level 2 (240-volt) outlet. Multi-family with 100+ spaces must make 25% of spaces EV-Capable and 3% EV-Installed. Nonresidential uses with 100+ spaces face tiered rates: retail/services 10% EV-Capable/3% EV-Installed; resort hotels, hotels/motels, schools, convention facilities and group assembly 25%/3%; warehouse, distribution and manufacturing 5%/3%. Multi-family and nonresidential projects must also provide at least one ADA-compliant EV-Installed space adjacent to an ADA space, scaling at 1 per 50 required EV-Installed spaces. This applies only in unincorporated areas, including the Las Vegas Strip resort corridor in Paradise and Winchester townships. Las Vegas, Henderson, North Las Vegas, Boulder City and Mesquite set their own rules.
