Washington is one of the leading EV-ready jurisdictions in the country, and Kennewick implements the statewide mandate through the State Building Code. WAC 51-50-0429 (Section 429, Electric Vehicle Charging Infrastructure), adopted under the authority of RCW 19.27 (State Building Code) and Chapter 19.27A RCW (Energy-Related Building Standards), requires that new commercial buildings provide EV Charging Stations, EV-Ready parking spaces and EV-Capable parking spaces in accordance with Table 429.2 - including a baseline of 10% of accessible parking spaces (rounded to the next whole number) as EV Charging Stations plus an additional 10% as EV-Ready, with a 40-amp 208/240-volt dedicated branch circuit installed for each EV-Ready stall and each EV Charging Station. The Washington State Energy Code - Commercial (Chapter 51-11C WAC) layers complementary energy-efficiency requirements. Kennewick adopts the State Building Code through KMC Title 16 (Building) and processes EVSE permits through the Kennewick Permit Center; the Codes & Standards page lists the adopted IBC, IRC, IFC, IMC, IPC and NEC editions in effect at any given time. Residential EVSE (Level 1 and Level 2) is allowed as an accessory use to a dwelling in any residential zoning district (RMH, RS, RL, RM, RH, RTP) under Table 18.12.010 A.1. Installation requires an electrical permit, must be performed by a Washington-licensed electrician under RCW 19.28, and must comply with National Electrical Code Article 625. Kennewick is on the Interstate 82/I-182 and US-395 NEVI corridor for federal EV deployment funding.
Installing EVSE without the required electrical permit is enforceable by the Kennewick Permit Center / Building Official with stop-work orders, fines and refusal to issue a Certificate of Occupancy or final inspection until the work is permitted, performed by a Washington-licensed electrician under RCW 19.28, and inspected to NEC Article 625 standards. Commercial buildings that fail to meet the WAC 51-50-0429 EV-Ready and EV Charging Station percentages are not eligible for Certificate of Occupancy under the State Building Code. Site-plan changes to commercial parking lots may also trigger Planning Department review under KMC 18.36.
