Annapolis, MD Parking Rules: Loading Zones (2026)

The driver of a commercial vehicle lawfully operating in the State of Maryland between the hours of 7:00 a.m. and 11:00 a.m. may stand that vehicle alongside a vehicle parked at the curb at such locations where stopping, standing, or parking is not prohibited for the purpose of expeditiously loading and unloading, provided through traffic is not obstructed and provided there is no unoccupied parking space or designated loading zone on either side of the street within one hundred feet that can be used for such standing. For the purpose of this paragraph "expeditiously loading and unloading" shall mean any period of inactivity that does not exceed ten minutes. A vehicle standing alongside a parked vehicle under the provisions of this paragraph shall be moved at the direction of a law enforcement officer or other person authorized to enforce this rule who has determined, at their discretion, that the standing vehicle is an obstruction.2.The department of transportation may issue each retail store one permit that, when displayed in a non-commercial vehicle, allows that vehicle to stand alongside another vehicle as though it were a commercial vehicle as described in paragraph 1.B.Any person violating this section, upon conviction, is subject to a fine as established by resolution of the City Council.
