Chattanooga's Chapter 24 regulates on-street loading. Section 24-293 lets the city traffic engineer designate passenger and freight curb loading zones. In a passenger loading zone, a vehicle may stop only to load or unload passengers, for no more than three (3) minutes (§ 24-294). In a freight loading zone, stopping is limited to loading and delivery and may not exceed thirty (30) minutes (§ 24-295). Separately, off-street loading for qualifying commercial and industrial development is a zoning requirement — Chattanooga's Chapter 38 within the city and the Regional Planning Agency's regulations in the unincorporated county — reviewed at site-plan approval. Single-family homes need no dedicated loading space.
Misusing or overstaying a marked curb loading zone draws a parking citation and possible removal under § 24-303; inadequate off-street loading in new development is corrected at zoning/site-plan review.
