Summary
Any hospital, hotel, or commercial building over 7,500 square feet that takes delivery trucks must build a permanent off-street loading space for every 7,500 square feet of floor area. Smaller retail and industrial buildings still need sufficient loading room so trucks stay off the sidewalk and street.
Sec. 40-663. Off-street loading requirements. (a)Every hospital, institution, hotel, commercial or industrial building or use having a gross floor area in excess of seven thousand five hundred (7,500) square feet and requiring the receipt of distribution vehicle of materials and merchandise shall have at least one (1) permanently-maintained off-street loading space for each seven thousand five hundred (7,500) square feet of gross floor area or fraction thereof and located so as not to hinder the free movement of pedestrians and vehicles over a sidewalk, street or alley. (b)Retail operations, wholesale operations and industrial operations with a gross floor area of less than seven thousand five hundred (7,500) square feet shall provide sufficient off-street loading space (not necessarily a full berth if facility is shared by an adjacent establishment) so as not to hinder the free movement of pedestrians and vehicles over a sidewalk, street or alley.

Full Breakdown
Sec. 40-663 of the zoning code sits in Article XXXV, Off-Street Parking, Loading, and Clear Vision Area Regulations. Subsection (a) applies to hospitals, institutions, hotels, and commercial or industrial buildings that exceed 7,500 square feet of gross floor area and receive distribution vehicles: each must keep one permanently maintained off-street loading space for every 7,500 square feet, or fraction of it, and that space must not hinder pedestrians or vehicles moving over a sidewalk, street, or alley. Subsection (b) covers smaller retail, wholesale, and industrial operations under the 7,500-square-foot threshold, which still must provide sufficient off-street loading area, though not necessarily a full loading berth if the facility shares space with an adjacent establishment.
This off-street requirement is separate from the parish's on-street freight curb rule at Sec. , or any other hours posted on the sign; a passenger vehicle may still stop briefly there to load or unload riders as long as it doesn't block a waiting delivery truck. Sec. 40-664 lets a development satisfy part of its loading or parking obligation through a shared-parking arrangement under Sec. 5 rather than building a dedicated on-site loading dock for every use. Because Sec. 40-663 is a zoning standard, compliance is checked as part of the building permit and site plan review process rather than through a standalone loading-zone patrol.
Violations & Fines
Failing to provide the required off-street loading space is a zoning code violation enforced through the permit and code compliance process rather than a per-incident traffic ticket; a building that never provided the required space can be held out of compliance until it is added or an equivalent shared arrangement under Sec. 40-664 is approved. Separately, stopping in a marked freight curb zone outside the loading purpose described in Sec. 36-117 is punished under Code Sec. 1-10.
