010 authorizes the traffic authority to determine and mark loading zones and passenger loading zones at any location in the central traffic district or a business district, and elsewhere in front of business entrances or halls used for public assembly. Subsection B caps this allocation: in no event may more than half of the total curb length in any block be reserved for loading-zone purposes, exclusive of passenger loading zones at public theater entrances. The curb markings themselves are prescribed by color and text, Subsection C requires a yellow paint line stenciled in black letters reading "LOADING ONLY" for freight loading zones, while Subsection D requires a white line stenciled "PASSENGER LOADING ONLY" for passenger zones.

020 backs this up by making it unlawful to stop, stand or park for any purpose other than loading or unloading once authorized signs or markings are in place, including on narrow roadways under 25 feet wide, in front of assembly halls, and at any location the traffic authority finds would cause congestion or hazard. 030 extends the curb-allocation scheme to transit: the traffic authority may establish bus zones directly opposite curb space, designated by painting the curb red or posting signage, and only a bus or common carrier may stop there, any other vehicle stopping in a marked bus zone is unlawful.
