(o)Off-Street Loading.(1)Plans Required. A plan shall be submitted with every Site Development Plan, Building Permit, or Certificate of Occupancy for any use or structure required or proposing to provide off-street loading facilities. The plan shall accurately designate the required or proposed off-street loading spaces, access thereto, dimensions and clearance. Such plan shall be reviewed by the County Engineer.(2)Minimum Dimensions. Where off-street loading spaces are required, they shall be 10 feet wide by 40 feet long...5.Vehicles shall have access to loading areas only from arterial or collector roadways not from local streets.6.Loading areas shall be signed to indicate "no idling."7.Any loading area located adjacent to a residential use shall not receive deliveries between the hours of 11:00 p.m. and 6:00 a.m.

UDC Sec. 124-120(o), Off-Street Loading, ties every loading requirement to the site review process: a plan showing the required or proposed loading spaces, access, dimensions, and clearance must be submitted with every Site Development Plan, Building Permit, or Certificate of Occupancy application, and the County Engineer signs off on it. Wherever a loading space is required, it has to measure at least 10 feet wide by 40 feet long, and one use's loading space cannot be borrowed to satisfy a different use's requirement, nor can regular parking spaces be counted as loading spaces.

Multifamily buildings of 100 units or more need at least one loading space per building. On the commercial and industrial side, the code lists use-specific triggers: vehicle sales lots and convenience stores with frequent truck deliveries must show adequate on-site loading area and cannot use the public right-of-way for loading or unloading; limited-access self-storage facilities need one loading area per 10,000 square feet of storage; and every loading area must be reachable only from an arterial or collector road, never a local street. The Administrator can waive or reduce the loading requirement where the applicant demonstrates that loading is not integral to the use, and unlisted uses default to the requirement for the most comparable listed use.

Violations & Fines

A site plan, building permit, or certificate of occupancy that skips the required loading layout, dimensions, or access does not get approved, so noncompliant loading areas get caught before a project opens. Once operating, delivering to a residential-adjacent loading area between 11:00 p.m. and 6:00 a.m., missing a "no idling" sign, or idling next to a residential zone is a code violation under Sec. 2-349(a): fines up to $250 a day for a first violation, $500 a day for a repeat, and up to $5,000 for an irreparable one.
