Street loading-zone violations are enforced by the Sheriff and CHP via notice of violation under California Vehicle Code Section 40202, with civil penalties set by board resolution (Sections 12A-38, 12A-39). Off-street loading deficiencies are enforced through zoning and building-permit compliance (Chapter 42, Code Compliance Provisions), not parking citations.
