213 sets the county's off-street loading standards, applying to retail stores, warehouses, wholesale establishments, industrial plants, factories, freight terminals, markets, restaurants, mortuaries, laundries, dry cleaners and similar commercial uses, plus multifamily buildings and institutional uses above set square-footage thresholds under the section's Table 4. The number of required spaces scales with a building's square footage, rising through tiers at 25,000, 60,000, 120,000, 200,000 and 290,000 square feet, with one additional space required for every further 90,000 square feet. Multifamily buildings with 20 to 50 units need one loading space, and one more for every additional 50 units.

All loading facilities must sit on the same site as the use they serve, outside any existing or planned right-of-way, and every space must be clearly striped and marked for reservation. The section also fixes minimum dimensions by delivery vehicle: a bay serving trucks up to two tons must be at least 12 feet by 30 feet with an eight-foot vertical clearance; a bay for trucks over two tons must be 12 feet by 60 feet with 12 feet of clearance; and a space built for automotive transport carriers must run 12 feet by 100 feet with 18 feet of vertical clearance. 212, and loading spaces cannot double as required parking or vehicle storage.
