Newton, MA Parking Rules: Loading Zones (2026)

Sec. 12 defines a loading area as a truck loading or unloading area accessory to the principal use of the lot, and no building permit for new construction or land development may be approved without a plan for off-street loading meeting this section. Only additions of 5,000 square feet or more trigger recomputation of the requirement; smaller cumulative expansions are exempt. Retail stores built as a unified group are treated as one building for computing loading needs, and mixed-use projects sum the requirements of each use, though the City Council may reduce that total by special permit if the uses operate at different times.

Fractional bay counts of one-half or more round up to a full bay, and installed facilities cannot later be shrunk except to conform with this section. Each required bay must be at least 10 feet wide, 35 feet long and 12 feet high, with maneuvering space entirely on the lot and direct ingress to the building served; driveways and curb cuts serving the loading area cannot exceed 30 feet in width. Bays must be enclosed in a structure when the use runs regular night operations and the lot lies within 100 feet of a residence district.

Owners must grade and surface driveways and loading areas to the City Engineer's satisfaction to avoid dust, erosion or excess water flow, shield lighting from adjacent streets and properties, and design the facility so it never becomes a nuisance, hazard or unreasonable traffic impediment.
