Pharr, TX Parking Rules: Loading Zones (2026)

Who must comply. Sec. 1.55 of Pharr's zoning appendix names the covered uses: department store, industrial plant, manufacturing establishment, retail establishment, storage warehouse, and wholesale establishment. A Pharr business whose use is not on that list is not required to provide berths under this section.

The floor area trigger. The requirement starts at an aggregate gross floor area of 10,000 square feet or more. Aggregate means the floor area is added together. The section counts space that is "arranged, intended or designed for such use," so the test looks at what the building is laid out for and not only at how it is used on a given day. A covered establishment below 10,000 square feet falls outside the berth requirement.

Berth dimensions. Every required berth must be at least 12 feet wide, 14 feet high, and 50 feet long. These are minimums, and a larger berth also complies. The height figure means a covered or enclosed berth in Pharr must leave at least 14 feet of vertical clearance. The section covers berths for "loading or unloading," so a space used only for receiving deliveries counts the same as a space used for shipping.

How many berths. The number follows a table in Sec. 1.55 that rises on a sliding scale with building size. A building with 40,001 to 100,000 square feet of gross floor area needs 2 berths. A building with 100,001 to 160,000 square feet needs three, so a 150,000 square foot warehouse in Pharr must provide three.

Maneuvering. All truck maneuvering needed to reach the berths must stay off the public street right-of-way. A layout that depends on trucks backing in from a Pharr street does not satisfy the section.

Occupancy. The city withholds occupancy permits until the required loading facilities are in place, so the berths have to exist before the building opens for use.
