090, the city's director of public works has express authority to establish three distinct types of curb-use zones: bus zones (created opposite red curb space so buses and other common carriers of passengers can load and unload), loading zones for general commercial loading and unloading, and taxi stands for hire vehicles. The director also determines the location and length of each zone, meaning the boundaries and duration of a loading zone are set administratively rather than fixed citywide by ordinance. Subsection D is the enforcement teeth of the section: no person may park and leave standing any vehicle, attended or unattended, in a loading zone for longer than the time posted for that zone, and no vehicle other than a taxi may occupy a marked taxi stand.

Because loading zones are created and time-limited individually, drivers must check the posted signage at each specific zone rather than assume a citywide default window. 090 commits a separate and continuing offense for each additional period equal to the maximum legal time posted for that zone, so an overstay is not a single flat fine but can compound the longer the vehicle remains. A vehicle blocking a loading zone in violation of the posted limits also qualifies as an obstruction to the normal flow of traffic under Vehicle Code § 22651(b), which lets the city remove it from the highway under Vehicle Code Division 11, Chapter 10.
