Chapter 10.24's loading-zone rule gives the Director three separate tools. First, the Director can establish bus zones opposite red curb space for loading and unloading buses and other common passenger carriers, setting their location and length. Second, the Director can establish general loading zones for commercial pickup and delivery. Third, the Director can establish taxi stands. Once any of these is marked, Section 10.24.090(D) is direct: "No person shall park and leave standing any vehicle whether attended or unattended in any loading zone for a period of time longer than is permitted for such loading zone... or in a taxi stand except the operator of the taxi."

Overstaying is not treated as a single offense. Section 10.24.110 treats every extra block of time equal to the zone's posted maximum as its own separate violation, so a vehicle left in a fifteen-minute loading zone for an hour can be cited multiple times for the same parking event. Chapter 10.24's curb-marking scheme in Section 10.24.010 backs this up: yellow curb marking, commonly used for loading, restricts stopping to loading or unloading between 7:00 a.m. and 6:00 p.m. except holidays and Sundays, capping passenger loading at one minute and material unloading at twenty minutes unless a longer posted time applies to a specific zone.
