Section 16.18.1131 of the City's Nuisance Code makes it "unlawful and...a public nuisance for any person owning, leasing, occupying or having charge or possession of any premises or property in the City to permit on such premises or property any operable or inoperable vehicle, vessel, recreational vehicle, motor home, trailer, camper, camper shell or boat to be parked or stored outside of a garage or carport on an unimproved surface." In practice, gravel, dirt or bare landscaping in a side or front yard does not qualify: an RV, boat or trailer kept outside a garage or carport has to sit on a paved or otherwise improved surface, such as a concrete or asphalt driveway or pad.

On the street, EGMC Section 10.24.070(I) gives the same categories of vehicle, motor homes, trailer coaches, travel trailers, truck campers, camping trailers and boat trailers, up to seventy-two consecutive hours parked on a residential-district highway before the owner must move it, and it cannot simply be re-parked within three hundred feet of the original spot inside that same seventy-two-hour window. Code enforcement handles the yard-surface nuisance under Chapter 16.18's abatement procedures, which start with an administrative citation under Section 16.18.700, appealable under Section 16.18.800, and can escalate to misdemeanor prosecution under Section 16.18.1000 once the City elevates the matter beyond an infraction.
