Santa Cruz County Code Section 9.36.010 defines on-street loading by curb color where curbs are marked. Yellow curb markings indicate a commercial loading zone for the sole purpose of loading or unloading passengers or freight for a maximum of 30 minutes, unless a sign posts a different limit. Beyond on-street curbs, the county requires off-street loading for development through County Code Chapter 13.16: per the county's published Commercial Parking Requirements, commercial establishments over 10,000 square feet, plus wholesale, warehousing, and industrial uses, must provide one loading space for each 5,000 square feet of floor area, with each loading berth at least 45 feet long and 12 feet wide (mortuaries 24 feet by 10 feet).
Overstaying or misusing a marked loading zone is a parking violation subject to a civil penalty under CVC 40200 et seq. (SCCC 9.36.100); inadequate development loading provisions are handled through planning/permit enforcement.
