Washoe County distinguishes 'parking' from temporary standing while loading or unloading. Vehicles otherwise too heavy to park in a residence district may still stop while actively loading or unloading merchandise, and the Board of County Commissioners can post loading and no-parking restrictions on county highways that are enforceable as posted.
WCC 70.085 defines 'park/parking' as standing a vehicle otherwise than temporarily while actually loading or unloading merchandise or passengers, so a genuine loading stop is not 'parking.' WCC 70.545 expressly lets overweight vehicles stand in a residence district when actually and expeditiously loading or unloading. The Board of County Commissioners may post traffic-control devices restricting stopping, standing or parking on county highways (WCC 70.410), which can establish or limit loading zones; parking against those posted restrictions is unlawful. Curb loading zones on state routes follow NRS/NDOT signage.
Standing or parking in violation of posted loading/no-parking devices is a misdemeanor under WCC 70.600 (punishable under WCC 125.050); officers may cite unattended vehicles (WCC 70.585).
