Delaware County has no countywide overnight on-street parking ban; that is set by each municipality. The one county rule: in county parks, no vehicle may be left parked on park property after sunset, and parks are open only dawn to dusk.
Whether you may leave a car on a public street overnight depends entirely on your municipality, not the county. Many Delco boroughs and townships restrict overnight or snow-season street parking through local ordinances adopted under the Pennsylvania Vehicle Code. Delaware County directly controls overnight rules only on its own land. Under the County park rules, Section 141-1 provides that all parks are open to the public from dawn to dusk (exception by permit only), and Section 141-4(E) provides that no owner or driver shall leave a vehicle parked anywhere on County Parks and Recreation Department property after sunset. So there is no county overnight ban on residential streets, but overnight parking in a county park is prohibited without a permit.
County park after-hours parking is enforced by the County Park Police under Ordinance No. 2023-2; vehicles may be cited or towed. On municipal streets, overnight-parking penalties and towing are set and enforced by each borough or township.
