California Vehicle Code Section 22507.5(a) authorizes local authorities to adopt an ordinance prohibiting or restricting overnight parking between 2 a.m. and 6 a.m., but Napa County has not adopted such a county-wide overnight ban; the County's published Good Neighbor Resources page does not reference an overnight prohibition and instead points to the State Vehicle Code 72-hour rule. The controlling Napa County provision is Section 10.08.150 of the Napa County Code (Title 10 - Vehicles and Traffic, Chapter 10.08 Traffic Control and Parking, Article II Parking and Vehicle Removal), which prohibits any person who knowingly parks or has control of a vehicle from allowing it to remain parked on any county road for a consecutive period of 120 hours. California Vehicle Code Section 22651(k) backstops the County rule by allowing a peace officer or designated employee to remove any vehicle parked or left standing upon a highway for 72 or more consecutive hours. Sleeping or camping overnight in a vehicle, RV, or trailer on a public road is governed by State law and County zoning; the Napa County Good Neighbor Resources page directs that RVs and campers be stored on private property on paved surfaces, not used as on-street overnight quarters. Within incorporated cities (Napa, St. Helena, Calistoga, Yountville, American Canyon), separate municipal codes apply; the County's parking rules govern only the unincorporated area.
A vehicle left on a county road longer than 120 consecutive hours violates Napa County Code §10.08.150 and may be removed under CVC §22651(k) (72-hour threshold). Overnight camping/sleeping on a county road or in a public right-of-way may also be addressed under separate County or State nuisance provisions.
