Edmonds, WA Parking Rules: Preferential Parking Districts (2026)

Chapter 8.52 ECC creates a residential parking permit system for three downtown zones. Eligibility is limited to residents who own or control a motor vehicle and lack sufficient off-street parking (ECC 8.52.020(A)); proof of residence requires a driver's license or lease showing an address in the zone, and proof of vehicle ownership requires a valid registration. The city clerk issues permits under ECC 8.52.030, and the zone boundaries are fixed by ordinance: the Red Zone runs from Caspers Street to Edmonds Street and Sunset Avenue to Sixth Avenue; the Blue Zone from Edmonds Street to Dayton Street and Railroad Avenue to Sixth Avenue; and the Yellow Zone from Dayton Street to Pine Street and SR 104 to Sixth Avenue (ECC 8.52.030(C)).

Permits are $25 per vehicle, capped at three per residence, and expire one year after issue; recreational-vehicle permits are limited to 36 hours and no more than six per year (ECC 8.52.020(D), 8.52.050(C)). Each household can also obtain up to two visitor permits, $60 apiece for permit holders or $120 for others (ECC 8.52.060). A permit does not guarantee a space and does not excuse a vehicle from no-parking, loading or fire zones, and it cannot authorize parking beyond 72 consecutive hours in one spot (ECC 8.52.010).

Vehicles over 10,000 pounds gross weight or 22 feet long cannot get a standard permit (ECC 8.52.015). The city clerk can revoke a permit for false statements, chapter violations or overissuance, with priority given to one permit per dwelling in an overissuance revocation (ECC 8.52.080), and a revoked holder cannot reapply for a year. Revocation is appealable to the mayor's designee, who must set a hearing within 30 days and decide within 10 days of the close of the hearing (ECC 8.52.100).
