Iowa City, IA Parking Rules: Preferential Parking Districts (2026)

Iowa City Code section 9-5-4(F) establishes a parking permit system covering city owned lots, city parking ramps, and any parking spaces the city manager or designee designates for permit parking. Permit fees run through the schedule of fees in title 3, chapter 4 of the code rather than being fixed in the parking chapter itself, so the amount can be updated by council resolution without amending the ordinance. Once an area is signed or marked for exclusive permit use, no driver or owner other than a permit holder may stop, stand, or park a vehicle there; this applies equally to a numbered space in a ramp and to a block of on-street spaces carrying permit signage.

The transportation director is expressly authorized to write administrative rules governing how permits are issued and used, provided those rules do not conflict with any ordinance or city council policy. The city keeps a copy of the current administrative rules on file with the city clerk and posted on the city website, and permit holders are required to comply with them as a condition of holding the permit. The ordinance history shows the permit system has been amended repeatedly since the 1994 recodification, most recently by Ordinance 24-4938 in September 2024, reflecting the city's ongoing management of permit-only parking as demand near downtown and the University of Iowa campus has grown.

Violations of the permit-only restriction are prosecuted the same way as other parking violations under 9-5-6, through a notice of fine rather than a criminal charge in the first instance.
