The city council may establish a particular area as a residential permit parking district upon the completion of the following: (1) The city traffic engineer shall conduct a study to ascertain whether parking spaces on the streets within a particular residential area are used for the parking of vehicles not belonging to residents to such an extent as to create congestion... (2) If the majority of the contiguous property owners to the streets in such an area, or portion thereof, do not object to the establishment of a permit parking area, the city council may then establish such area as a residential permit parking district.
