Summary
Thousand Oaks lets neighborhoods petition to become a preferential parking permit district, exempting permit-holding residents, merchants, and their guests from parking restrictions inside the district. Sixty percent of dwelling units or businesses along the affected frontage must sign on before the City Council will designate a district.
The City Council may, upon receipt of a petition signed by residents or merchants living or working in sixty percent of the dwelling units or businesses comprising not less than sixty percent of the developed frontage of the area proposed for designation, designate a certain area or areas to be a preferential parking permit district by motion. ... Five (5) Visitor Parking Permits may be issued for each legal dwelling unit within a designated Permit Parking Area for use by the resident or the resident's temporary visitors in accordance with applicable rules and regulations. The same privileges and restrictions applicable to a Resident Parking Permit shall be applicable to a Visitor Parking Permit.

Once a district is designated, the City Engineer issues Resident Parking Permits to households that provide proof of residence and vehicle ownership, and Merchant/Employee permits within the district's businesses. Each dwelling unit can also get up to five Visitor Parking Permits for temporary guests. Permits must be displayed on the rearview mirror (or on a motorcycle's left front fork) to be valid, and residents can additionally apply for a one-day special-function permit for parties through Public Works at least 24 hours in advance. Permits are non-transferable: selling, renting, or counterfeiting one is a violation.
