Oxnard, CA Parking Rules: Preferential Parking Districts (2026)

Section 8-56 sets up Oxnard's residential preferential parking permit program for the specific neighborhoods mapped in Exhibit A to Ordinance No. 2702 and Exhibit B to Ordinance No. 2723. A 'resident' eligible for a permit is defined as someone holding at least a one-quarter ownership interest in a parcel in the area, or someone who pays rent or other remuneration to live there. The Traffic Engineer or a designee issues both parking permits and guest parking permits, and by rule no address may hold more than two parking permits and one guest parking permit at a time; a guest permit is valid for only six months.

Permits generally require the vehicle to be registered with the California DMV, though the Traffic Engineer may issue a permit for an out-of-state-registered vehicle if the resident establishes they are on active military duty. A displayed permit must sit face up on the driver's side of the dashboard, and it exempts the vehicle from the posted time restrictions in that residential area only, not from other parking rules such as street sweeping or red zones. A permit is not a guarantee of an available space. Each standard parking permit runs for one year from issuance, and neither type of permit will be renewed if the holder has an outstanding, unpaid notice of violation on the books. Additional permits are available for in-home health care providers on a physician's written statement of need.
