Loading in unincorporated Ventura County is regulated both at the curb and on private development sites. On county-maintained roads, Traffic Ordinance Sec. 7200 sets the curb-color loading rules: in a yellow zone it is unlawful to stop, stand, or park except for a reasonable time not exceeding three minutes for loading or unloading passengers, and not exceeding two hours for loading or unloading freight between 8:00 a.m. and 6:00 p.m. (except Sundays and holidays); a white zone is limited to about three minutes for loading or unloading passengers or depositing mail in an adjacent mailbox. For new commercial and industrial projects, the Non-Coastal Zoning Ordinance Sec. 8108-8 requires off-street loading. Sec. 8108-8.2 requires all commercial and industrial land uses to provide and maintain off-street materials loading spaces, with the number set by gross floor area (for example, most commercial/industrial uses need one space up to 15,000 sq. ft., scaling up to five spaces at 150,000 sq. ft. or more). Spaces serving single-unit trucks must be at least 10 feet wide, 30 feet long, and 14 feet high, and spaces serving larger freight vehicles (including semi-trailers) at least 12 feet wide, 55 feet long, and 15 feet high (Sec. 8108-8.2.3). Loading spaces must be located outside required front or side setbacks and away from residential uses, and the decision-making authority may waive or modify the requirement where infeasible.
Overstaying a yellow or white curb loading zone on a county road (beyond the 3-minute passenger or 2-hour freight limits) is a parking violation under Sec. 7200. For development, failing to provide or maintain the required off-street loading spaces, or undersized/misplaced loading areas, is a zoning compliance issue under Sec. 8108-8.
