Full Breakdown

055 bans living, sleeping or residing in any vehicle parked on a public street or right-of-way anywhere in the unincorporated area inside the Metro UGB. The one carve-out is temporary RV occupancy: a resident (or their guest) may park a recreational vehicle immediately in front of or adjacent to their own residence, but occupancy cannot exceed five consecutive days in any two calendar weeks. If a tagged RV is still in the same spot after day five, the code creates a rebuttable presumption of a violation, the owner bears the burden of disproving it.

, bars parking without valid plates, tags, registration or a valid temporary permit, and bars parking that obstructs sightlines or the safe flow of traffic. 060(G) and Chapter 819 of the Oregon Revised Statutes, which guarantees notice and a hearing before a tow. Deputies may cut any lock installed to block towing and may temporarily relocate other vehicles blocking access to the tow. 208 cannot park on a residential street in that district at all.

Violations & Fines

A violation triggers tagging and, absent voluntary compliance, towing under the abandoned/disabled-vehicle procedure in ORS Chapter 819, which requires notice and an opportunity for a hearing before removal. Storage and towing fees accrue to the vehicle owner. In the Enhanced Sheriff's Patrol District, exceeding the 96-hour RV limit or parking a commercial vehicle on a residential street can also draw a citation with a fine of up to $250, rising to $500 for a repeat conviction within a year.

Frequently Asked Questions

Can I park my RV in front of my house in unincorporated Washington County?
Yes, but only for five consecutive days within any two-week period, and only if you or a guest owns it and it's parked immediately in front of or adjacent to your residence. Leave it in the same spot past day five and § 8.16.055 presumes you violated the rule, putting the burden on you to prove otherwise.
Can I sleep in my car overnight on a county street?
No. Section 8.16.055(A) flatly bans living, sleeping or residing in a vehicle parked on any public street or right-of-way in the unincorporated area, with no exception for a single night: only the limited RV occupancy carve-out in the same section applies.
What happens if my RV gets tagged for parking too long?
It becomes subject to towing under the same process used for disabled vehicles (§ 8.16.060(G)) and ORS Chapter 819, which means you get notice and can request a hearing before the tow. Deputies can remove locks meant to block the tow truck.
Does the five-day rule apply near Hillsboro or Beaverton?
No, § 8.16.055 only governs the unincorporated area inside the Metro Urban Growth Boundary. Hillsboro and Beaverton each enforce their own municipal parking codes, so check the applicable city's rules instead.
