Santa Cruz County Code Title 9 regulates parking countywide in unincorporated areas. The four incorporated cities have their own RV ordinances - the City of Santa Cruz, in particular, has aggressive oversized-vehicle and overnight-camping rules.
Parking citations are issued by the Sheriff's Office or contracted enforcement; fines depend on the violation but typically range $50-$200. Repeated violations can lead to towing at owner expense under Cal. Vehicle Code Sections 22650 et seq.
