Stafford County, VA Parking Rules: RV & Boat Parking (2026)

County Code § 15-56(a), in Article III's Division 2, prohibits parking or leaving unattended any watercraft, boat trailer, motor home or camping trailer on a public highway within a restricted parking area once the Board of Supervisors has designated that street. Section 15-55 defines the covered vehicles: a camping trailer is any vehicle with collapsible sides containing sleeping quarters designed to be towed, and a motor home is a private motor vehicle seating no more than ten designed primarily as living quarters. The restriction only applies to public highways; Section 15-56 does not regulate parking these vehicles on a homeowner's own driveway, yard, or other private property outside a designated zone.

A restricted parking area is created under Section 15-56(e) either on the Board's own initiative after a public hearing, or by petition signed by at least 51 percent of residents/owners with frontage on the affected road (or by a homeowners' association board resolution). Section 15-56(f) then lists the qualifying streets by name, currently over thirty subdivisions including Cardinal Forest, Austin Ridge, Stone River, Hampton Oaks and Leeland Station. The Department of Planning and Zoning keeps maps of every restricted area and posts them on the county website for public inspection. Because the list is street-specific, whether a particular road is covered depends entirely on whether it appears in the Section 15-56(f) roster.
