Unincorporated Will County caps RVs, boats and trailers parked outside a garage at 2-3 per lot, all on a driveway, and bans living in them.
Parking or storage of noncommercial trailers displaying or requiring the display of a class "TA" Illinois state license plate (or out of state equivalent), recreational trailers displaying or requiring the display of a class "RT" Illinois state license plate (or out-of-state equivalent), travel trailers, camping trailers, boats, personal water crafts, all-terrain vehicles, or similar recreational vehicles may be parked or stored, but not lived in, on lots in A-2 and residential zoning districts... The vehicle may not extend or encroach into the right-of-way or over the public sidewalk.

Every unit must sit on a constructed driveway and cannot extend into the right-of-way or over the sidewalk. Joliet, Bolingbrook, Romeoville, Plainfield and Lockport enforce their own separate municipal codes, not this county rule.
Violations & Fines
Zoning enforcement can order removal or reduction of excess RVs/trailers/boats to the numeric cap; living in a parked RV or trailer is itself a violation regardless of count.
