Unincorporated Tulare County regulates parking on public roads under Part 7, Chapter 19 (Regulations Concerning Streets and Highways) and California Vehicle Code sections 22507 and 22651. The County has no general ban on storing a recreational vehicle, boat, or trailer on private property in residential zones, but living in a parked RV requires zoning approval and on-street parking of any vehicle for 72+ hours is unlawful.
Tulare County Ordinance Code Part 7, Chapter 19 (Regulations Concerning Streets and Highways) and the California Vehicle Code govern on-street parking in the unincorporated county. Under Vehicle Code section 22651(k), a peace officer may remove a vehicle parked or left standing on a public road for 72 or more consecutive hours - this applies to RVs, boat trailers, utility trailers, and standard vehicles alike. Vehicle Code section 22507 lets local jurisdictions restrict RV or oversized-vehicle parking on specific routes by posting signs. On private residential lots in unincorporated areas, the County Zoning Ordinance generally allows storage of one or more RVs, boats, or trailers in the side or rear yard of a residence, provided the vehicle is owned by the resident, is not used as a permanent dwelling, and does not block required parking or sight-distance triangles at driveways. Living in an RV on private property as a primary residence requires either a temporary use permit (often issued in connection with construction of a primary dwelling) or location in a permitted mobile home park. Incorporated cities (Visalia, Tulare, Porterville, Dinuba, etc.) impose their own street-storage and front-yard RV rules - check the city directly.
An RV or trailer parked on a public road in the unincorporated county for more than 72 consecutive hours is subject to citation and tow under Vehicle Code section 22651(k). Living in an RV on private property without a temporary use permit is enforceable as a zoning violation by Tulare County Code Compliance, with administrative fines and required abatement.
