Summary

In Haverford Township, Delaware County, an unoccupied boat, motor home, travel trailer or other recreational vehicle can be parked on a lot only in the rear one-half of the lot and on a hard surface, at all times. Boats and mobile homes cannot be lived in anywhere in the Township.

A. The following uses are prohibited in every district: (1) No single mobile home or boat may be used for living or housekeeping purposes within the Township. (2) An unoccupied mobile home, a boat, motor home, travel trailer or other recreational vehicle shall not be parked on a lot unless it is parked at all times in the rear one-half (1/2) of the lot and parked upon a hard surface.

Full Breakdown

Section 182-706A of the Haverford Township Code lists uses prohibited in every district, and two of them decide where recreational vehicles can sit. Paragraph (2) says an unoccupied mobile home, a boat, motor home, travel trailer or other recreational vehicle shall not be parked on a lot unless it is parked at all times in the rear one-half of the lot and parked upon a hard surface. Both conditions apply together: the vehicle must be behind the midpoint of the lot depth, and the pad under it must be a hard surface rather than grass or gravel. The words "at all times" mean a driveway in the front half of the lot is not a legal place to leave a camper or boat between trips.

Paragraph (1) goes further: no single mobile home or boat may be used for living or housekeeping purposes within the Township, so a parked RV or boat cannot serve as a dwelling in a driveway or backyard.

The street is covered by a different chapter. Section 175-23 of the Vehicles and Traffic chapter makes it unlawful to park any trailers, house trailers and motor homes, or boats or boat trailers, within the limits of the public right-of-way of any highway in the Township, at any time. Neighbors therefore cannot solve a rear-lot storage problem by leaving the unit at the curb.

Related rules in § 182-706A close other loopholes. Paragraph (4) prohibits parking or storing an automobile on any surface other than an improved parking space as described in § 182-707, and paragraph (5)(a) bars a commercial vehicle with a gross weight in excess of 11,000 pounds from being parked or maintained on a property in any residential district or the streets adjacent to it. The Zoning Officer enforces the zoning provisions on complaint, since any person can file a written and signed complaint under § 182-901D.

Violations & Fines

Zoning violations of § 182-706 carry a judgment (fine) not exceeding $600 and costs of prosecution, including attorney's fees, on conviction before a District Justice of the Peace, and each day is a separate offense (§ 182-901H). The Zoning Officer starts with a written notice ordering the correction (§ 182-901E). Parking a trailer, motor home or boat in the public right-of-way falls under Chapter 175, whose general penalty is a fine not exceeding $600 and costs (§ 175-75A), unless a listed section-specific penalty applies.

Frequently Asked Questions

Can I park my RV in my driveway in Haverford Township?
Only if the driveway sits in the rear one-half of the lot and is a hard surface. Section 182-706A(2) requires an unoccupied recreational vehicle to be parked at all times in the rear one-half of the lot and upon a hard surface. A front-half driveway does not qualify.
Can I leave a boat or camper trailer on the street?
No. Section 175-23 makes it unlawful to park any trailers, house trailers, motor homes, boats or boat trailers within the limits of the public right-of-way of any highway in the Township, at any time. The unit has to go to the rear one-half of your lot on a hard surface.
Can someone live in a parked boat or mobile home in Haverford Township?
No. Section 182-706A(1) prohibits, in every district, using any single mobile home or boat for living or housekeeping purposes within the Township. A recreational vehicle stored on a lot is allowed only as an unoccupied vehicle meeting the rear-half and hard-surface conditions of paragraph (2).
Does the rule cover a work truck parked at my house?
Section 182-706A(5)(a) separately prohibits a commercial vehicle with a gross weight in excess of 11,000 pounds from being parked or maintained on a property in any residential district or the streets adjacent to it. That limit applies in addition to the recreational vehicle rule in paragraph (2).
