Reading is a third-class city of about 95,000 in Berks County governed by its locally adopted Codified Ordinances (American Legal Publishing) layered on top of the Pennsylvania Vehicle Code (75 Pa.C.S.). On-lot storage of RVs, campers and boats is further constrained by Chapter 600 (Zoning), which restricts outdoor storage in residential districts as an accessory use; storage in a required front yard is generally not allowed and any parked vehicle must comply with the underlying district's bulk standards.
Violations of Β§576-407 (storage on streets) carry parking-fine penalties under the City's parking schedule and the vehicle is subject to immediate towing under Β§576-415 and Β§576-803, with the owner liable for tow and storage charges. Violations of Β§564-105 carry the permit-fee and penalty schedule listed in that section. General Code violations are enforceable under the Codified Ordinances' general penalty framework (typically up to $1,000 plus costs per violation for non-traffic ordinance offenses in PA third-class cities) and each day of continuing violation may be charged separately.
