Washington County makes it unlawful to park or leave construction materials, equipment, vehicles, attachments, or trailers in the public road or right-of-way where they block snow or ice removal or fail to leave adequate room for plows. Violators owe a $100 administrative fee per violation plus any towing or impound cost, on top of misdemeanor exposure under the county's snow removal chapter.

These county ordinances apply to unincorporated areas of Washington County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Full Breakdown

Chapter 4 of Title 7, the county's Snow and Ice Removal ordinance (Ord. 2024-1248, effective January 16, 2024), sets the rules for winter road clearing across unincorporated Washington County. Section 7-4-1 gives Public Works discretion to prioritize arterial and collector streets first, then secondary and residential streets, while many gravel, dirt, and unpaved rural roads are never plowed at all. Section 7-4-2 puts private roads entirely on the property owners' association or the abutting owners: the county will not plow private property or private roads under any circumstance.

Section 7-4-3(C) then addresses parking and obstruction: it is unlawful to obstruct the public road or right-of-way with trash containers or other personal property, and separately unlawful to park construction materials, equipment, vehicles, attachments, or trailers in the road or right-of-way in a manner that obstructs snow or ice removal or fails to leave adequate room for plows to pass. Section 7-4-3(A) adds that pushing, placing, or blowing snow or ice from private property onto the public road is also unlawful, especially where it creates a traffic hazard.

When the county removes an obstruction, section 7-4-3(D) makes the property owner or violator liable for the removal and impound cost plus a flat $100 administrative fee for each violation, and any damage the obstruction causes to county plows or equipment becomes a lien against the offending property if unpaid. Seasonal and unpaved roads on the county's Winter Maintenance Road Map, defined in section 7-4-5, go unplowed for the entire Winter Season of November 1 through April 15 regardless of parking compliance.

Violations & Fines

A vehicle, trailer, or piece of equipment left in the road or right-of-way that blocks plowing can be towed or removed at the owner's expense, plus a flat $100 county administrative fee per violation under section 7-4-3(D). If the obstruction damages county plow equipment, the owner is liable for repair costs too. Beyond the fee, any violation of the snow and ice removal chapter is a class C misdemeanor under section 7-4-6, and unpaid removal costs can be filed as a lien against the property.

Frequently Asked Questions

Can I leave my trailer parked on a Washington County road during a snowstorm?
No. Section 7-4-3(C) makes it unlawful to park construction materials, equipment, vehicles, attachments, or trailers in the public road or right-of-way in a way that obstructs snow or ice removal or fails to leave adequate room for plows to pass. The county can remove the item and bill you a $100 administrative fee plus removal and impound costs under section 7-4-3(D).
Will Washington County plow my private road?
No. Under section 7-4-2, snow and ice removal on private roads is the duty of the property owners' association, entity, or abutting property owners, and the county will not provide plowing on private property or private roads. Some seasonal and unpaved roads on the county's Winter Maintenance Road Map also go unplowed between November 1 and April 15.
What happens if I push my driveway snow into the county road?
It's unlawful under section 7-4-3(A) to place, push, or blow snow or ice from private property onto the public road or right-of-way, especially if it creates a hazard for traffic. The county can remove the obstruction and charge the cost to you as a lien against your property.
Is blocking a plow route a criminal offense in Washington County?
Yes. Beyond the $100 administrative fee and removal costs, section 7-4-6 makes any violation of the snow and ice removal chapter a class C misdemeanor, on top of liability for damage to county plows caused by the obstruction.
