Washington County, UT Parking Rules: Snow Removal Parking Rules (2026)

Chapter 4 of Title 7, the county's Snow and Ice Removal ordinance (Ord. 2024-1248, effective January 16, 2024), sets the rules for winter road clearing across unincorporated Washington County. Section 7-4-1 gives Public Works discretion to prioritize arterial and collector streets first, then secondary and residential streets, while many gravel, dirt, and unpaved rural roads are never plowed at all. Section 7-4-2 puts private roads entirely on the property owners' association or the abutting owners: the county will not plow private property or private roads under any circumstance.

Section 7-4-3(C) then addresses parking and obstruction: it is unlawful to obstruct the public road or right-of-way with trash containers or other personal property, and separately unlawful to park construction materials, equipment, vehicles, attachments, or trailers in the road or right-of-way in a manner that obstructs snow or ice removal or fails to leave adequate room for plows to pass. Section 7-4-3(A) adds that pushing, placing, or blowing snow or ice from private property onto the public road is also unlawful, especially where it creates a traffic hazard.

When the county removes an obstruction, section 7-4-3(D) makes the property owner or violator liable for the removal and impound cost plus a flat $100 administrative fee for each violation, and any damage the obstruction causes to county plows or equipment becomes a lien against the offending property if unpaid. Seasonal and unpaved roads on the county's Winter Maintenance Road Map, defined in section 7-4-5, go unplowed for the entire Winter Season of November 1 through April 15 regardless of parking compliance.
