Under § 130-6, any unoccupied or unattended vehicle parked or standing on a County road while that road is snow-covered is declared a nuisance and menace to safe traffic regulation and shall be removed. Per § 130-7, the vehicle's owner must pay the reasonable cost of removal and storage under Code of the County of Essex § 44-22 before regaining possession.
