Full Breakdown
Section 74-25 requires every domestic animal brought into a County park or property to be restrained by a leash, tether, cage, or other restraint, with the sole exception of dogs inside a designated off-leash area under the owner's control. Where a leash is required, § 74-25.A(6) caps its length at six feet. Owners are also capped at two dogs each and must carry current vaccination and license tags. Domestic animals are barred outright from playgrounds, athletic courts, and fenced playfields regardless of leash status.

Enforced under Chapter 74's general penalty clause (§ 74-6.1): up to 90 days' imprisonment, a fine up to $5,000, or 90 days' community service.
