Harrisburg, PA Parking Rules: Street Parking Limits (2026)

The core rules sit in Chapter 3-131 of the Harrisburg Codified Ordinances. Section 3-131.1 bans parking at any time on the streets, parts of streets or parking facilities that the traffic control maps, or a temporary regulation under Chapter 3-107, designate as prohibited, provided signs have been lawfully erected. Section 3-131.2 applies the same sign-based approach to time limits and specified no-parking hours in limited parking areas. Spaces posted for handicapped persons or severely disabled veterans, on public or private property, are off limits to everyone else.

Section 3-131.4 bars parking at any time in front of, opposite, or in such a position as to block the entrance to or exit by a vehicle from a garage. Section 3-131.15 bans double parking, meaning stopping on the roadway side of a vehicle parked at the curb, in the central business district on non-holiday weekdays during the two rush windows. That district runs from Paxton Street to Forster Street and from North Front Street to the railroad tracks east of North Fifth Street. At all other times and locations, § 3-131.14 governs, and it adopts the stopping, standing and parking subchapter of the Pennsylvania Vehicle Code as if fully set forth.

Other street rules are specific. Section 3-131.5 forbids greasing or repair work on a street except emergency repairs, § 3-131.6 requires a current registration, and § 3-131.7 bars displaying or advertising a vehicle for sale while parked on a street. Section 3-121.3 bars parking anywhere between the curbline and property line, and § 3-121.7 requires traffic on one-way streets to move only in the direction the signs indicate, which is the rule that makes wrong-way travel unlawful.

Metered zones add Chapter 3-133. A vehicle must sit entirely within the lines of its space. Meter rates are $3 per hour in the area bounded by Front Street, Chestnut Street, Fisher Plaza and Forster Street, and $1.50 per hour in all other areas of the City. Sundays and the holidays listed in § 3-133.2 are excluded from the meter provisions. Residential permit zones are a separate program under Chapter 3-139.
