The Residential Permit Parking (RPP) program limits non-permit vehicles to two hours during enforcement hours in zones marked with green signage. Annual permits cost $30 for the first vehicle at an address and $40 for each additional vehicle, applied for through Park Harrisburg with proof of residency (PA license matching the RPP zone) and current vehicle registration. Visitor and contractor passes are available in 24-hour and weekly blocks.
The State Capitol Complex parking facilities and on-street meters along Commonwealth Avenue and Capitol Drive are managed by the PA Department of General Services, not Park Harrisburg, and have separate state-employee permit programs. State-law no-parking rules apply citywide: 15 feet from a hydrant, 20 feet from a crosswalk at an intersection, 30 feet from a stop sign, and never blocking a driveway, bus stop, or curb ramp.
