Full Breakdown

Section 62-186 lists the places where stopping, standing or parking is prohibited outright or limited to momentary pickup and drop-off. Vehicles may never stop on a sidewalk, within an intersection, on a crosswalk, within 50 feet of a railroad crossing, or in a marked handicapped space without the required placard. A narrower momentary-only rule bars standing, even briefly beyond loading a passenger, in front of or within five feet of a public or private driveway, within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, and within 20 feet of a fire station driveway.

Section 62-187 adds that a parked vehicle must leave a clear view for 200 feet in each direction and at least 18 feet of roadway width for other traffic. Section 62-190 separately bans parking with a vehicle's left side to the curb, the classic "wrong way" parking violation, except on streets that run one way. The Department of Engineering and Public Works enforces the underlying signage requirements under Sec. 62-182 through 62-184, while Sec. 62-89 sets a fine schedule by violation type: $15 for a meter or overtime violation, $20 for parking in a no-parking or restricted zone or for improper parking generally, $35 for blocking a fire lane or hydrant, and $110 for occupying a handicapped space.

Unpaid tickets become delinquent after ten days, adding a further $10 fine, and a vehicle carrying three or more unpaid citations may be impounded under Sec. 62-89(e). Citations may be appealed to the county sessions court within three working days of issuance under Sec. 62-89(d), and the vehicle's registered owner is presumed to have been in control of it at the time of the alleged violation under Sec. 62-92.
