County Code Chapter 10.24 (Parking Regulations) is the core ordinance for parking on County roads in unincorporated areas. Section 10.24.010 authorizes the Director to place and maintain signs and curb markings showing parking, standing, and stopping rules, and defines the colored curb meanings: red means no stopping, standing, or parking at any time; yellow is a loading zone (7:00 a.m.-6:00 p.m. except Sundays and holidays, passenger loading limited to about one minute and material loading to roughly 20 minutes); white is for quick passenger or baggage loading not exceeding five minutes; green is short time-limited parking; and blue is reserved for disabled-person vehicles. Other sections cover no-parking zones (10.24.030), narrow streets and special places such as alleys and parkways (10.24.040, 10.24.060), emergency parking signs (10.24.050), loading zones (10.24.090), limited-time parking (10.24.100), angle parking (10.24.140), and removal of illegally parked vehicles (10.24.150). Where the County has not adopted a specific local rule, the California Vehicle Code controls on-street parking. The Sacramento County Public Law Library notes that most everyday parking situations are found in Title 10 beginning at Section 10.24.010, while parking on private property is addressed separately.
Parking contrary to posted signs or curb markings, or in violation of Sections 10.24.030 through 10.24.070, 10.24.100, or 10.24.120, can result in citation; such vehicles may be deemed an obstruction to traffic and removed under Section 10.24.150. On-street parking enforcement is handled by the Sacramento County Sheriff's parking enforcement unit, while standing nuisance/abandonment matters go to Code Enforcement.
