Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a law enforcement officer or official traffic control device, no person within the unincorporated area of Pinellas County shall: ... (2) Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers: a. In front of a public or private driveway; b. Within 15 feet of a fire hydrant; c. Within 20 feet of a crosswalk at an intersection; d. Within 30 feet upon the approach to any flashing signal, stop sign or traffic control signal located at the side of a roadway; e. Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of such entrance (when properly signposted); f. At any place where official signs prohibit parking or standing.

Section 122-35 of the Pinellas County Code lists the specific spots where stopping, standing or parking is illegal on unincorporated county roads. One set of prohibitions applies at all times: on the roadway side of a parked vehicle, on a sidewalk, in an intersection or crosswalk, within 30 feet of a safety zone, alongside a street excavation, on a bridge, railroad track or bicycle path, where signs prohibit stopping, in a painted median, or on the shoulder of a limited-access highway (a disabled vehicle gets a six-hour grace period there).
A second set applies except for momentary loading: in front of a public or private driveway, within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, within 30 feet of a stop sign or traffic signal, and within 20 feet of a fire station driveway (75 feet on the opposite side of the street). Parking outside a marked space, or a vehicle without a boat trailer sitting in a designated boat-trailer space, is also a violation. Enforcement runs through the sheriff's office or a county parking enforcement specialist, who tickets the registered owner under § 122-30.

Under § 122-34 the county can tow and impound the vehicle, holding it until all fines and towing and storage charges are paid in full.
