Rowlett does not require a permit for garage sales. Residents may hold up to three sales in a 12-month period, each lasting up to three consecutive calendar days, limited to personal property. Signs may go on private property only, not in the public right-of-way, and must be removed within 48 hours after the sale ends.
The City of Rowlett takes a permissive approach to residential garage and yard sales. Per the city's Garage Sale Information page, 'A permit is not required for garage sales or other occasional sales.' There are, however, clear limits on frequency and duration: 'Citizens are allowed to have up to three (3) sales in a 12-month period,' and 'Sales may last up to three (3) consecutive calendar days.' Merchandise is restricted to personal property: 'No merchandise acquired solely for the purpose of resale is allowed,' which keeps occasional sales from operating as ongoing retail businesses. Despite the 'garage sale' label, the city notes sales can be held 'on the patio, driveway or in the front yard.' Signage is the area most likely to draw enforcement. Residents may place garage-sale signs 'on your property or other private property with the property owner's permission,' but signs are prohibited on public property, including street right-of-ways, medians, trees, and utility poles. To reduce litter and after-the-fact traffic, the city directs that 'all signs [be removed] within 48 hours after the sale has ended.' Non-profit organizations holding a rummage sale or similar event have a different requirement: a special event permit is required and is obtained from the Fire Marshal's office. Beyond these published rules, the city's materials do not set specific operating hours or sign-size limits for ordinary residential sales.
Exceeding three sales in a 12-month period or three consecutive days per sale, selling resale merchandise, or placing signs in the public right-of-way (medians, trees, utility poles) can draw enforcement. Signs not removed within 48 hours after a sale can be cited or removed. Non-profit rummage sales without a Fire Marshal special event permit are a violation.
