Leaving poly carts or recycling bins at the collection point before noon the day before collection, or after noon the day after collection, violates Code Sec. 50-2 and can be cited by Neighborhood Services. Trash that does not fit with the lid closed requires a $2.00 Pink Tag rather than loose bags.
