Under Antioch Municipal Code Chapter 5-13, which implements California Vehicle Code Β§22660, any abandoned, wrecked, dismantled, or inoperative vehicle (or parts thereof) on public or private property constitutes a public nuisance subject to abatement. A vehicle is typically inoperable if it lacks current registration, cannot move under its own power, is missing essential components (wheels, engine), or has been stored on a residential lot for over 30 days without enclosure. Visible storage of such vehicles in front yards, driveways, side yards, or on public view from the street is prohibited. Enforcement process: (1) Code Enforcement issues a 10-day notice to the property owner and registered vehicle owner; (2) owner may request an administrative hearing within 10 days; (3) if no request or nuisance confirmed at hearing, the city may remove the vehicle, assess costs (towing, storage, administrative fees) as a lien against the property, and report removal to DMV. On public streets, Vehicle Code Β§22651(k) allows police to tow any vehicle parked on a highway or in any area where parking is regulated for 72+ consecutive hours. Vehicle Code Β§22669 allows immediate removal of abandoned vehicles by peace officers or authorized employees. Completely enclosed vehicles (inside a garage with closed door) are generally exempt unless they create a health or safety hazard. Antique and collector vehicles stored under cover on properly zoned parcels may qualify for exemption under Β§22661. Penalties include vehicle removal at owner expense, administrative citations under AMC Chapter 1-3 ($100/$200/$500 escalating), and cost-recovery liens.
