California Vehicle Code 22660 authorizes local agencies to abate abandoned, wrecked, dismantled, or inoperative vehicles or parts as public nuisances. Isletons nuisance code adopts this authority. Typical enforcement triggers: expired registration over 6 months, flat tires with visible decay, missing engine or major mechanical parts, accumulated dust and vegetation indicating no recent movement. Owners receive 10-day notice to cure through repair, registration, removal to enclosed structure, or disposal. After the notice period, the city can tow the vehicle with costs charged to the owner. Vehicles inside fully enclosed garages or screened behind 6-foot fencing are generally exempt. Collector vehicles with current historical vehicle registration have expanded protection under CVC 5051.
Failure to cure after notice: tow plus administrative fee. Hearing available before abatement. Lien filed if owner unknown.
