The Municipal Code defines as a nuisance: abandoned or inoperable vehicles on private property visible from the street, overgrown weeds or grass, accumulated junk or debris, broken windows or doors, unsecured vacant buildings, peeling or blistered exterior paint, damaged fencing, and similar deteriorated conditions. Code Enforcement investigates complaints and can issue administrative citations under Municipal Code Chapter 2 and Chapter 6 (Nuisances). After notice and opportunity to abate, the city may perform abatement itself and record the cost as a special assessment or lien on the property (Government Code Β§38773.5). Chronic nuisance properties (3+ violations in 12 months) can face heightened penalties.
Administrative fines: $100 first offense, $200 second, $500 each additional in the same year. Abatement costs plus 25% administrative charge can be liened to the property.
