Blighted conditions include accumulation of debris, junk, or trash on the property; inoperable or abandoned vehicles; overgrown or dead vegetation; deteriorating structures or fences; unapproved storage of materials visible from the street; graffiti; and other conditions that degrade neighborhood appearance and property values. Complaints may be filed through the Orange 24/7 online portal or by calling (714) 744-5555. Anonymous complaints are accepted. Upon receiving a complaint, a code compliance officer inspects the property and issues a notice of violation with a compliance deadline. The city works with property owners to achieve voluntary compliance before escalating enforcement.
Failure to abate blight conditions after notice may result in administrative citations, fines of $100 to $500 per day, and potential abatement by the city with costs charged to the property owner.
